Rajshahi Development Authority has a tall Pyramid and bureaucratic organizational model to attain its functional goal. Chairman is acting as the head of the Organization and has power to take decisions on administrational and financial matters of RDA with the recommendation by a corporate body (Authority). Members of this corporate body or this Authority are:

1. The Chairman of RDA.
2. The Chairman of Rajshahi Pourashava
3. The Deputy Commissioner of Rajshahi
4. One representative of the Public Works Department, not bellow the Rank of Superintend Engineer (nominated by the Ministry of Housing and Public works)
5. One representative of the Roads and Highways Department, not bellow the Rank of Superintend Engineer (nominated by the Ministry of Communications)
6. One representative of the Telegraph and Telephone Department, not bellow the Rank of Superintend Engineer (nominated by the Ministry of Communications)
7. One representative of the Public Health Engineering, not bellow the Rank of Superintend Engineer (nominated by the Ministry of LGRD)
8. One representative of the Ministry of Health, Population Control and Labor (nominated by that Ministry)
9. Three other non-official members appointed by the government.
